Since this is written for a general audience, it covers some ground already familiar to All-Aboarders. Please be patient; there's much more to come over the next few days. PART A: INTRODUCTION. The National Railroad Passenger Corporation was created by Congress in the early 1970s to operate intercity passenger trains, still deemed an important part of the national transportation network but an unprofitable business for private-sector railroad companies. Congress ordered the NRPC, or Amtrak, as it came to be known, to continue running intercity passenger trains along a skeletal system of routes, largely chosen on the basis of which traditional routes remained more popular in the waning days of the pre-Amtrak era. In the 34 years since it began operations, Amtrak has added routes and dropped routes for a variety of reasons, generally making the decisions case by case, often prompted by the ebb and flow of political considerations and federal funding levels. There has never been an overall review of Amtrak's mission, and there has been only sporadic discussion of how individual routes fit into a national system. The result is a national route map that remains skeletal and arbitrary. Amtrak's current operations can best be described as a mixture of federally-funded trains and state-funded trains. Since this is a paper about federal policy, it will focus on Amtrak's federally-funded trains. Amtrak's federally-funded system can best be described as a mixture of medium-distance trains and long-distance trains. The vast majority of Amtrak's federally-funded trains operate in three medium-distance, multiple-train corridors: the high-speed Northeast Corridor between Boston and Washington*, the Empire corridor between New York City and Buffalo, NY, and the Wolverine Corridor between Chicago and Detroit-Pontiac. Amtrak operates daily round-trips along three other medium-distance routes, the Pennsylvanian between New York City and Pittsburgh; the Maple Leaf between New York City and Toronto, Canada; and the Hoosier State/Cardinal between Chicago and Indianapolis. As of this writing, Amtrak operates 14 traditional long-distance trains, all running more than 600 miles, most with sleeping cars and dining and lounge facilities in addition to coaches. Most but not all of those trains run once a day in each direction. Amtrak also operates the Auto Train, a unique operation that ferries motorists and their cars between Lorton, Va. and Sanford, Fla. While officially a semi-private company, Amtrak is more accurately viewed a government agency providing transportation service. Its board members are selected by the President of the United States and confirmed by the Congress, and -- like passenger railroads all over the world -- it requires government funding to supplement farebox revenues. When all operating and infrastructure costs are considered, all Amtrak trains -- high-speed corridor trains, medium distance trains and long-distance trains alike -- require subsidies. In 2004, Amtrak received $1.2 billion in federal funding for operation of its basic system and carried 25,053,564 passengers. Some critics say that's too much. They argue that Amtrak should drop its long-distance trains, and concentrate on developing additional medium-distance corridors. During the 1990's, Congress has proposed the establishment of 10 new high-speed medium-distance corridors, but so far there's been little progress toward that goal, largely because of the huge infrastructure cost involved. Supporters of long-distance trains argue that even if all 10 proposed medium-distance corridors were established, long-distance trains would be needed to serve other parts of the country. They say a federally-funded passenger train system consisting only of corridors would short-change millions of taxpayers living outside the proposed corridors, which largely are concentrated along the East Coast, the West Coast and the Midwest. A study of the current Amtrak timetable shows that the 14 long-distance trains stop at a total of 340 stations, including 254 stations not served by corridor trains. The Southwest Chief, just to pick one example, runs between Chicago and Los Angeles, but on that trip it also stops in 31 smaller communities, many of which have no other form of public transportation. While some of the Southwest Chief's passengers cover the entire distance between Chicago and Los Angeles, many others make shorter trips between -- for instance -- Chicago and Kansas City, Kansas City and Gallup, NM., or Hutchinson, Kan. and Los Angeles. Moreover, many Amtrak passengers transfer between different trains to complete their trips: a passenger boarding Amtrak's Cardinal in Ashland, Ky. may change trains in Chicago to complete a trip to Fargo, ND on Amtrak's Empire Builder. Taken together, Amtrak's 14 long-distance trains can be used to travel between thousands of different city pairs. Unfortunately, not all of Amtrak's cities can be linked easily. The California Zephyr, for instance, arrives in Chicago after the Empire Builder departs, which means Amtrak travel between Denver and Minneapolis-St. Paul would require an expensive overnight hotel stay in Chicago. Some major city pairs are linked only by indirect routes, while other major cities are served only at inconvenient hours. The only trains serving Cleveland, for instance, serve that city during the overnight hours. While middle-of-the night station stops are a natural outgrowth of schedules that involve trains running 24 hours a day, serving major metropolitan areas at middle-of-the night hours can cut patronage sharply. Several substantial US metropolitan areas have no Amtrak service at all, and Amtrak's New York-Chicago Cardinal and Orlando-Los Angeles Sunset Limited operate only three days a week in each direction, further limiting connectivity on days when they don't operate. It is logical to assume that more connectivity and schedules that are more convenient for more people would increase patronage, and while Amtrak may never show a profit, increasing patronage (if it can be done without greatly increasing expenses) would make Amtrak more efficient, and thus a better value for passengers and taxpayers alike. How can that be done? It starts by establishing goals, which is what this paper will discuss in the next section. *Some Northeast Corridor trains also serve Hartford, Conn., Springfield, Mass., Richmond, Va. As discussed in Part A, the first step toward making Amtrak more useful and efficient is to establish goals. In other words, develop a mission statement. What should Amtrak be trying to accomplish? How big does it need to be? Some would argue that with the advent of air travel and interstate highways, there no longer is any need for the government to fund a national passenger rail system. Others would argue that there's a need for passenger rail only in densely-populated corridors, such as Boston-New York-Washington. Still others would argue that the government should fund a return to the levels of service provided in the 1940's, 1950's and 1960's. This report envisions a middle ground: a relatively modest expansion and revision of the current route system that would assure reasonably convenient connections between all of the nation's major population centers. While medium-distance trips tend to be time-sensitive, requiring higher speeds and multiple frequencies to be competitive with air and highway modes, daily service at conventional speeds (up to 79 mph) seems to be adequate for more distant station pairs. There is of course, no passenger rail network that could link all US communities regardless of size, but trains linking the largest communities would stop at many smaller communities en route. Consistent with this mission, this report proposes a national Amtrak system network based on the following minimum standards. The top 50 metropolitan areas in the continental United States should have daily service. Of these Top 50 metro areas, the top 25 must be served at convenient hours*, and service between any two of the Top 25 metropolitan areas must be on reasonably direct routes, provided either by through trains, through cars on connecting trains, or by trains that connect at convenient hours*, requiring no overnight station stop en route. Major metropolitan areas less than 300 miles apart should be linked by multiple daily departures. State-funded trains could provide service to even more stations, but those decisions should be left to the individual state governments. *For the purposes of scheduling flexibility, this paper will define "convenient hours" broadly, defining them as between 7 am and 11:30 pm. Although this time frame includes evening and late evening hours, this paper will refer to them as "daypart" hours, to distinguish them from the "overnight" hours between between 11:30 pm and 7 am. Thus, under the proposed standards, all Top 25 metro areas would be served by trains arriving and/or departing between 7 am and 11:30 pm. And when connections are required to make trips between Top 25 metro areas, arrivals at the connection point would have to be after 7 am and departures from the connecting point would have to be before 11:30 pm, unless the connecting trains carry "through" cars allowing passengers to change trains without leaving their coach seats or sleeping car spaces. The standards proposed in Part B call for multiple daily departures on federally-funded "corridor" routes between major metropolitan less than 300 miles apart. As noted in Part A, federal funding currently is used to operate three medium-distance corridors, Boston-New York-Washington*, New York-Buffalo and Chicago-Detroit. While Congress has proposed, but not funded, ten additional high-speed corridors, this paper will be cautious, envisioning a more modest expansion of the corridor program. Five of America's top 20 metro area pairs are separated by less by 300 miles. Adopting this as a standard for federally funded multitrain corridors would result in the retention of federal funding for the Northeast Corridor (which actually is a combination of three different top 20 metro pairs, Boston-New York, New York-Philadelphia and Philadelphia-Washington) and the Chicago-Detroit corridor. It also would result in federal funding for the Los Angeles-San Diego and Chicago-St. Louis corridors, which currently are partially state supported. This standard also would result in the creation of two new corridors, Miami-Tampa (currently served by one round trip per day) and Detroit-Cleveland (currently unserved). Thus, the list of federally-funded multiple-train corridors would be: Boston-New York-Philadelphia-Washington* Chicago-Detroit Los Angeles-San Diego Chicago-St. Louis Miami-Tampa Detroit-Cleveland *Northeast Corridor service also includes several branchline trains to Hartford, Conn.-Springfield, Mass. and Richmond-Newport News, Va. The corridors listed above would serve 14 of the Top 25 metro areas, and 17 of the Top 50 metro areas. Additional once-a-day long-distance and medium distance trains would be necessary to complete fulfillment of the standard proposed in part B: daily service to all Top 50 metro areas, with direct or conveniently connecting service linking all Top 25 metro areas. The list that starts on the next page demonstrates one way that goal might be completed. It is not necessarily the only way. For clarity and ease of discussion, I've assigned train names to each proposed route; in cases where the proposed route is similar to a current or historic passenger train route, I've tried -- again, simply for the purpose of clarity -- to use the current or historic train name. In most cases, these trains would originate, terminate and connect in Top 25 metro areas, with at least two hours allotted between the arrivals and departures of connecting trains. In cases where connections are made during non-daypart hours, the use of through cars -- uncoupled from one train and then coupled to the connecting train -- would allow passengers to make the transfers without leaving their accommodations. Each entry includes a train name and names of the Top 50 metro areas that would served along the route, along with an approximate description of the schedule that would be need to provide for connections. "Top 25" metro areas served with daypart stops are designated by CAPITAL LETTERS, asterisks (*) identify cities were same-day connections can be made to complete trips between Top 25 metro areas. CONCLUSION The tables presented in Part E show one way -- not necessarily the only way -- that the connectivity criteria and service standards proposed in Part B could be achieved with a relatively modest increase in the number of trains. All 50 of the 50 most populous metropolitan areas in the continental United States would be served by intercity passenger trains, and the Top 25 all would be interconnected on reasonably direct routes without overnight layovers, with arrivals and departures between the hours of 7 am and 11:30 pm. Of course, many communities beyond the Top 50 would be served by intermediate stops along the routes that have been identified. And states desiring service levels above this baseline national system would be free to fund their own trains, tying in with the national system. If this proposal were carried out, five Top 50 metro areas currently without passenger train service (Las Vegas, Columbus, Nashville, Oklahoma City and Louisville) would their service restored, and two Top 25 markets currently served only during the overnight hours would be served during daypart hours. The most important change, however, is that under this proposal, any American could take a train from any Top 25 metro area during normal waking hours, and be able to make a relatively direct trip with no overnight station stopovers to any other Top 25 metro area. The convenience of this system should increase usage, making it possible to carry more passengers at a lower subsidy per passenger. As Part D shows, this goal could be achieved with only a modest change in the number of nationally-funded routes, going from the current three multiple-train corridors and 17 daily train routes (14 long-distance and three-medium distance)* to six multiple-train corridors and 16 daily trains (15 long-distance and one medium-distance)*. While the plan I've presented would use only existing rail routes, it does not address the question of infrastructure improvements ( track capacity, signalling, etc.) that would be needed to improve rail lines not currently hosting passenger trains. Nor does it address the question of how many more passenger cars or locomotives would be needed for this modestly-expanded service. That was never my intent. The intent was to help establish a clear baseline for what Americans should expect from a nationally-funded passenger train service. It is intended to be the beginning of a discussion, not the end of one. I have tried to set a goal that is financially reasonable and within reach, at least over a number of years. In my opinion, this goal would be considerably less expensive than funding the 10 high-speed rail corridors proposed by Congress, and would serve more of the country. I believe the goal I've outlined -- based on population clusters rather than political considerations -- balances the transportation capacity needs of the densely populated urban regions with the mobility needs of more isolated areas, and does so with a uniform set of criteria. Others may propose different goals, and those proposals certainly should be considered. But now more than ever -- in an age of congested highways, overburdened airports and uncertain energy sources -- there needs to be a national debate over the future of passenger rail, and that debate needs to begin by seeking consensus on goals.
